‘Involved’ in deaths on Pakistani soil: Indian government, according to a UK publication, supports Islamabad’s assertion

The Guardian, a British daily newspaper, reported that the Indian government, led by Prime Minister Narendra Modi, “ordered killings” on Pakistani land, supporting Islamabad’s assertions.

A noteworthy step occurred on Thursday when Foreign Secretary Muhammad Syrus Sajjad Qazi stated that Islamabad possessed “credible evidence” linking Indian operatives to the murders of two Pakistani citizens in Sialkot and Rawalakot.

Pakistan’s Foreign Secretary Syrus Qazi revealed the “sophisticated and sinister” Indian campaign of extraterritorial and extrajudicial executions in January of this year, claiming that Islamabad had “credible evidence” linking Indian agents to the deaths of two of its people on its territory.

The announcement was made months after the US and Canada each publicly charged that Indian operatives were connected to attempted assassinations on their territory. At a news briefing in Islamabad, the foreign secretary had informed reporters that these were incidents of killings-for-hire with a complex multinational set-up spanning several jurisdictions.

The UK daily newspaper said in its most recent article that the government in New Delhi was killing people in Pakistan.

The article quoted intelligence officers to claim that New Delhi has made it a policy to target people it deems to be India’s enemies when they are abroad.

The foreign secretary said that India was carrying out a “sophisticated and sinister” campaign of “extraterritorial and extrajudicial killings” inside Pakistan on Thursday during a press conference in Islamabad. He said that there was a “sophisticated international set-up spread across multiple jurisdictions” in these “killing-for-hire cases.”


After the 2019 Pulwama assault, the infamous Indian espionage organization Research and Analysis Wing (Raw), which is under the direct command of Prime Minister Modi’s office, is said to have started conducting killings overseas.

At least 44 Indian paramilitary personnel lost their lives in the attack in Jammu and Kashmir’s (IIOJK) Pulwama district.

According to the sources, 20 people have been killed on Pakistani land since 2020 by operatives of India. As part of these Indian foreign operations, the claims also imply that Sikh separatists within the Khalistan cause were targeted.

The report attributed the increase in killings in Pakistan in 2023 to sleeper cells within the Indian security services.

The Pakistani authorities were cited in the publication as stating that Indian intelligence sleeper cells were responsible for arranging these deaths.

According to the article, Indian operatives also allegedly paid “miscreants” to carry out the shootings, leading them to believe that they were killing “infidels.”

According to an Indian intelligence agent, following the Pulwama attack, the strategy shifted to focus on foreign actors before they could mount an assault or cause any disruption.

Qazi was speaking about the 2023 deaths of Shahid Latif and Muhammad Riaz, two Pakistanis.

The governments of the United States and Canada have already accused Indian operatives of being involved in murders that occurred abroad in the previous year.

An Indian intelligence worker was quoted as stating that India had taken inspiration from the intelligence services of Russia’s KGB and Israel’s Mossad, which have been connected to extrajudicial executions on foreign soil.

High ranking officials from two intelligence organizations in Pakistan stated that they accused New Delhi of being involved in as many as twenty murders on Pakistani soil before 2020.

According to the intelligence sources, there was a notable surge in targeted killings in the previous year. India was held accountable for the deaths of fifteen individuals, the most of whom were shot at close range.

However, the Indian Ministry of External Affairs refuted every accusation, stating once more that it was hostile and misleading propaganda against India.
